Detectives are trying to piece together what happened in the last fifteen minutes of a Peckham man’s life before he was shot and stabbed to death.
Twenty-one-year-old Ola Raji was murdered as he cycled past the Damilola Taylor Centre in East Surrey Grove, on the night of April 21, 2015.
Detectives believe Ola was confronted by two people and made a fresh appeal for evidence on the one-year anniversary of the day he was killed.
A £20,000 reward has also been re-advertised, in return for information that could lead to an arrest or prosecution.
Detective Chief Inspector William Reynolds told the News: “This is an important anniversary and it’s an important day.
“What we do know is he was shot dead at 10.30pm. So we have a fifteen-minute period where I need to know where Ola was and what he was doing.
“I don’t know whether he meant to meet anyone or if anyone saw him on his bike. The most important think now is I need to know why he left his house, where he was going, and did anyone see him. Then I will be able to fully account for his movements.”
On the fateful night, Ola left his house at 10.15pm without telling his parents where he was going.
Police believe he cycled to East Surrey Grove, usually only two minutes away by bike. The two men launched their assault on Ola at 10.30pm. He was shot at three times with what was believed to be a handgun.
Two shots hit the former Sacred Heart Roman Catholic School pupil as he cycled past, one hitting him in the chest, which proved fatal. Detective Reynolds said he believes Ola fell to the ground, “tried to get up”, and then collapsed between two parked cars. His attackers then rounded on Ola by stabbing him in the back with a bladed weapon.
The detective said. “One question is: were they waiting for him? Or were they waiting for someone else; was he shot by mistake?”

Ola’s body was found by a group of young women at 10.30pm. They held his body as he lay between two parked cars until an ambulance arrived.
CCTV images have shown two young men running from the scene. Detective Reynolds added: “We have done a huge CCTV scour on a wide perimeter. There was CCTV at the entrance to East Surrey Grove, and cameras that cover another entrance. But there are a number of way to enter the estate.”
Scotland Yard arrested a 25-year-old man in September, and two more men of 24 and 21 had also been arrested, and bailed without charge. One was on suspicion of murder, the other was on conspiracy to commit murder.
“We have not recovered the weapons: the gun or the knife, but we have recovered ballistic material and believe it was a handgun,” the detective said.
“We are not at square one, we have made good progress.”
A silver car is known to have been parked nearby on Rosemary Road, with occupants who could have provided highly useful evidence. Another black BMW had also previously formed part of the investigation, but detective Reynolds said this line of enquiry has become less urgent.
Detective Reynolds said: “Having spoken to Ola’s friends we know he habitually carried a small rucksack with him when would go out. But there was no bag found with his body that night.
“I cannot say for certain that we had this bag with him when he left, or whether it was taken off him, but it would be good to know.”

Olubadan: I’ll sue Ajimobi for installing Adetunji, Oyediji vows

FOLLOWING the installation of His Imperial Majesty, Oba Saliu Adetunji, as the 41st Olubadan of Ibadan on February 12, 2016, the Seriki line in Ibadan has concluded arrangement to sue the governor of Oyo State, Senator Abiola Ajimobi and the Attorney-General of the state.
Chief Oyediji made this known while speaking with journalists in Ibadan, in commemoration of the 40th anniversary of his installation as the Ekefa Seriki on May 10, 1976 by the Sole Administrator of the Ibadan City Council, J.A. Akinbami.
Chief Oyediji, in his reference to an appointment document entitled: “Chieftaincy Appointment: Chiefs Law Cap 19 from the then Olubadan, Oba Giada most Akanbi Adebimpe 1, letter dated May 20, 1976, was promoted from “Mogaji Ile Eshubiyi to Ekefa Seriki with effect from May 10, 1976.”
He alleged a gang-up by some people in Ibadan to deny him the Olubadan chieftaincy title, noting that he remains the most senior Chief in Ibadanland.
Chief Oyediji described the installation of Oba Saliu Adetunji as “illegal and unjust,” and vowed that he will not relent in his plan until Governor Ajimobi reverses the installation of Oba Adetunji as the new Olubadan.
 According to him, “I remain the most senior chief in Ibadanland and ought to be installed as the new Olubadan.
“I am the first to be installed as a traditional member in Ibadan and I have been playing my role for the development of Ibadan since I became a chief. I am not a violent person but I’m just concerned about the peace and progress of Ibadanland.
 “After we have taken the Olubadan-in-council to court to stop the promotion of any chief and obtain a court injunction to that effect, some people still ganged up against my installation as the new Olubadan and went ahead to install Chief Adetunji, who joined me on the line as a chief as the new Olubadan.
 “We also wrote the governor and the Attorney-General of the state not to install anybody as the Olubadan but should follow the court order but the governor did not reply us and instead went ahead to install a new Olubadan.
 “I have obtained the directive of members on Seriki line to sue the governor and the Attorney-General of the state over the installation. We shall not be violent about it but we want justice done and we shall follow the rule of law to the letter.
 “As a man of peace who abhors violence, I will continue to explore all legal means to ensure that Governor Ajimobi reverses the installation of Adetunji because I am the one to have been installed as the 41st Olubadan,” Chief Oyediji said.

Rioters crash vehicle into mosque during prayer

Three men accused of leading a riot on Lagos Island, have been accused of deliberately crashing a vehicle into a mosque while prayer was on.
The Police accused them of damaging the mosque wall and disturbing the faithful praying inside.
The trio, Micheal Obi, Ahmed Ogunfowoke and Tijani Yakubu, whose addresses were not given, were on Thursday arraigned before an Ikeja Magistrate’s Court for allegedly forming an unauthorised group and causing the said riot on March 15, at about 7:00 p.m. on Lagos Island.
According to the Police, they were also accused of moving around with harmful weapons and threatening the community, and also disrespecting a police Corporal, Obi Chinedu.
The defendants were also charged with the burning a motorcycle worth N120, 000, and also burning a used wagon car, which they allegedly used to hit the wall of a mosque, thereby, damaging it.
The defendants pleaded not guilty to all the charges.
The Magistrate, Mrs Aje Afunwa, granted the defendants N200,000 bail and adjourned the case till June 2016.

Fresh crisis in PDP as Jerry Gana, others ‘sack’ party chairman, Modu Sheriff

Fresh crisis has erupted in the opposition Peoples Democratic Party after a former Minister of Information and a founding member of the party, Jerry Gana, led a group of other leading members to announce the takeover of the party from its national chairman, Ali Sheriff.
Mr. Gana, who appears to head a group within the PDP called “Concerned Stakeholders”, met on Thursday at the Nicon Luxury Hotel in Abuja.
After the meeting, which was co-chaired by a former Deputy President of the Senate, Ibrahim Mantu, a former Minister of Education, Tunde Adeniran, and media mogul, Raymond Dokpesi, a communique was released rejecting the decision of the party’s National Executive Committee, NEC, to extend the tenure of Mr. Sheriff to May 21, 2016.
The group said as far they were concerned, the tenure of the National Working Committee, NWC, expired on March 24, 2016.
The group said a national convention should have been held to either elect a new NWC or approve the composition of a caretaker committee.
“The purported extension of the tenure of the Chairman and other members of the national working committee by the Party by the NEC was an illegality and therefore untenable and contrary to the provisions of our party Constitution which gives such powers ONLY to the National Convention of the Party,” the group said.
They also said in line with that position “all actions purportedly taken by the said NEC and the National Working Committee, including the Ward, Local Government, State Congresses and the planned National Convention of the Party slated for the 21st of May 2016 in Port Harcourt, Rivers State constitute a nullity and are of no effect”.
They equally said the zoning arrangement as announced by the chairman of the “purported” Zoning Committee, the governor of Akwa-Ibom State, Emmanuel Udom was unacceptable, because it ran contrary to the PDP’s “established principles and practice”, which, they said, had sustained the party in continuous unity for the last 18 years.
“Deriving from all the above and in order to stop further slide into unconstitutional confusion and widespread disenchantment of party members nationwide, We the founding fathers, stakeholders and leaders of the party from all the 6 Geopolitical zones hereby announce a 21 member steering committee to manage the affairs of the PDP, and work intimately with our respected members of BOT who are the conscience of the party till such a time that a proper, lawfully organized National Convention of the party, where a new authentic leadership of the party will be duly elected in accordance to the provisions of our party constitution and guidelines,” they said.
They added that the new steering committee will soon embark on a nationwide tour, to address and resolve all issues and areas of conflict in every state of the federation.
The group said the steering committee will immediately put in place a National Reconciliation Committee to reconcile all previously aggrieved party members.
They equally condemned what they called an attempt by the “illegal” NWC of the party to amend the constitution of the PDP in order to “muzzle and control the BOT and thereby subject it (BOT) to the “villains and caprices” of the NWC.
The Jerry Gana group also called on governors elected on the platform of PDP, as well as senators, House of Representatives and State Houses of Assembly members to “take up the gauntlet and support this noble cause”.
“We need to come together as a family, to fight the cancer of impunity that has eaten deep into the tissues of our party,” they said.
Sheriff reacts
The spokesperson of the PDP chairman, Inuwa Bwala, told journalists at the party’s national secretariat in Abuja that the Jerry Gana group were just out “to cause mischief”.
He also said that they were come up with different gimmicks to divert attention from the effects of what they did in the past leading to the squandering of the fortunes of the party.
“Unfortunately, among such groups are self-styled elders and stakeholders led by Professor Jerry Gana. I have seen him sweating on television, playing with language but at the end of the day saying nothing.
“I want to specifically say we kept sealed lips about some of the activities of this man believing that we could still find a rendezvous at which we could work together for the progress of the PDP. I must say, and there are witnesses that this is one character that attempts to play a role in every government since the time of the military,” Mr. Bwala said.
Mr. Bwala said the group formed by Mr. Gana is not known to the constitution of the PDP. He also accused Mr. Gana and his group of having “personal grudges” with Mr. Sheriff.
“We know the very ignoble roles that he played that led to the PDP being defeated in the last election. These were the same characters that deceived President Jonathan into failure. Unfortunately most of them still go round to ask the chairman of one favour or the other and when the chairman declines they take offence against him.
“I know as a fact that Senator Jery Gana has written to the national chairman to allow him nominate some people into certain committees or allow them perform certain functions for the party.
“Whether these requests were granted or not is immaterial. But that is perhaps one of the reasons that he has taken the position against anything this man does. This is the same man that recognized the national chairman, writing to him on the need to submit the report on the finance committee which he headed.
“The chairman has been running away from receiving that report because it is on record that the same Jerry Gana on behalf of the party without using the machinery of the party collected the sum of N500million loan from Skye bank on behalf of the PDP for which the PDP has been dragged to court and is being compelled to pay back.
“Leaders of thought in this party including some elders have prevailed on the chairman not to make this matter known and to save this man from public embarrassment. But as it is the chairman may be left with no option than to drag Jerry Gana before the EFCC to explain his role in obtaining N500 million facility on behalf of the party and let him also explain what he has done with the money” Mr. Bwala said.

How Kogi Governor, Bello, squandered over N260 million ‘security vote’ days after assuming office

Barely a week after he became governor of Kogi State, Yahaya Bello approved for himself a total of N260 million as security votes, PREMIUM TIMES can authoritatively report today.
Mr. Bello, who is currently Nigeria’s youngest governor, was sworn into office at an elaborate ceremony on January 27 after his party, the All Progressives Congress, APC, fielded him as replacement for its former candidate, Abubakar Audu.
Mr. Audu was in clear lead in the November 21, 2015 governorship poll but suddenly died before the Independent National Electoral Commission (INEC) concluded the election.
Mr. Bello was fielded as the APC replacement during the rerun poll in some areas of the state. His candidacy was fiercely opposed by the deputy governorship candidate of the party, James Faleke.
On Mr. Bello’s first day in office, the Permanent Secretary in the Government House, Ilemona John, initiated a memo titled, “Request For Security Fund”.
In the document, Mr. Bello was requested to approve N15 million as his security fund.
He approved the payment of the fund two days later, on January 29.
The Government House Permanent Secretary raised yet another memo just four days later on February 2, with a fresh request for security fund. This time, the amount was jerked to N20 million.
The governor did not waste time as he gave prompt approval for the release of the funds on the same day.
It however became apparent that the money was not enough because Mr. John again raised another memo for the release of more security funds the following day, February 3.
In the new memo, Mr. Bello was requested to approve the “release of the sum of Five Million naira (N5, 000,000, 00) only for the replenishment of your Excellency’s security fund which has just been exhausted.”
Mr. Bello granted approval immediately.
Not done, the permanent secretary who is a Reverend Pastor, quickly returned with another request on the same day (February 3, 2016) seeking Mr. Bello to release another “N20 million for the replenishment of his security fund which has just been exhausted.”
The governor did not hesitate to give the approval for the release of the funds.
Five days later, on February 8, the Permanent Secretary, again initiated a memo indicating that Mr. Bello’s security fund had yet again been exhausted and sought approval for N100 million to be released to “replenish” it.
Governor Bello granted approval the following day, February 9.
A few hours later on February 9, Mr. John raised another memo informing his principal that the security fund he approved hours earlier had been exhausted and that he needed to approve another N100 Million.
Mr. Bello readily granted approval on the same day.
PREMIUM TIMES cannot say exactly how much has so far been spent as security funds, but documents obtained so far indicate that between January 27 and May 12, Kogi State taxpayers could have coughed out billions to their profligate governor.
N148 Million for furnishing and renovation of office
While Mr. Bello was drawing millions under security funds, he also approved over N148 million to furnish and renovate his office at the Government House.
For this, Mr. John, the Government House permanent secretary, as usual, came up with another memo on February 1.
The memo was titled, “Request for the furnishing and maintenance of the Governor’s Office, Kogi State Government House”.
In it, Rev. John requested the governor to approve N99, 983, 994.00, being a proposal by a company, Maj Global Construction Company Ltd, for the furnishing and renovation of the governor’s office.
Mr. Bello promptly granted approval on the same day the request was made.
However, Rev. John returned a month later on March 4, with a memo telling the governor that the over N99 million he earlier released for the furnishing and renovation of his office, was not enough.
He, therefore, requested the governor to release additional N48, 593, 250.00 “for additional works on the renovation/furnishing and maintenance of the governor’s office at Kogi Government House”.
Governor Bello gave approval on the same day the request was made.
PREMIUM TIMES also obtained copies of the document detailing the release of the fund approved for the furnishing and renovation of the governor’s office.
The first document dated February 4, from the Ministry of Finance and Economic Development showed that the sum of N99, 983, 994.00 was released as “Grant/ Special imprest in favour of the perm secretary in the Government House Administration”.
The other document, dated March 9, was also for the release of N48, 593, 250.00 as “Grant/Special imprest in favour of the permanent Secretary, Government House Administration to cover additional works for the furnishing and maintenance of the Governor’s office at Kogi Government House”.
While the governor engaged in a spending spree for his luxury, state workers and pensioners remained unpaid for months.
Analysts believe that while Kogi State has had a flicker of militant activities by members of the Boko Haram group, the state has remained largely a relatively peaceful state.
Mr. Bello’s defence
When PREMIUM TIMES contacted the spokesperson to the governor, Kingsley Fanwo, he confirmed the spending but said they were necessary.
“It is public knowledge that Kogi State has been contending with serious security breach for the past 10 years,” Mr. Fanwo said.
“As a result of the location of the state as gateway to many states of the federation, the state drifted into a criminal hotbed.
“Also, years of gross maladministration and blinding embezzlement has left the youth bare, exposing them to all sorts of criminal activities to survive. Kogi became a haven of robbers and kidnappers.”
As a responsible government, he argued that the Yahaya Bello administration has taken security to the front burners by strengthening the state’s security architecture in order to make it inhabitable for hoodlums and criminal elements.
Because of his principal’s huge investment, he said security in the state had greatly improved while however, adding that “security vote is not usually a subject for public consumption and no cost can be higher than human lives.”
He said Governor Bello would continue to prioritize security because it was one of the main objectives of his election.
Continuing, he said, “Let me also put on record that the Governor Yahaya Bello administration is contractually committed to fighting corruption and enthroning transparency in the polity. These are the terms of his social contract with the Kogi people.”
“If you have ever been to the Kogi State Government House in Lokoja, you will appreciate the rot of the architecture. It was not befitting of one of the most historic Government Houses in Nigeria.
“In tandem with the present administration’s drive to turn the economy of the state to a private sector driven one, we need to start our charity at home. People must love to come to our Government House to transact businesses.”
For these reasons, he said the Government House was undergoing massive renovation to make it habitable and to mirror the image of the state as a first-rated tourist destination.
Being what he described as “an accomplished business mogul” who believes he assumed power by the grace of God, he said Mr. Bello had always reiterated his determination, not only to block corrupt practices, but to also ensure corrupt officials of government were made to face the wrath of the law.
To underscore its transparency, he said the administration opened its account books to the people of the state.
Besides, he said the governor constantly briefed the media on the income and expenditure of government.
“Massive constructions are ongoing in the state and the Governor is focused on ensuring transparent and active performance of this year’s budget,” the governor’s spokesperson said.
“The antics of our opponents will be judged by the people of the state who are already witnessing the benefits of the New Direction Programs. The bulwark of the Yahaya Bello administration is transparency.”

Ibori’s ally, 3 top oil operators linked to Diezani’s $115 million election bribe

Three major players in Nigeria’s oil sector – Kola Adesina, Onajite Okoloko and Abubakar Tambuwal – have been linked to the $115 million (N63 billion) allegedly distributed as bribes to some officials of the Independent National Electoral Commission by former Petroleum Minister, Diezani Allison-Madueke, during the 2015 general elections.
Mrs. Allison-Madueke, who is currently in the UK where she is being investigated for money laundering, allegedly gave the bribes to the officials in the build-up to the elections to ensure the re-election of former President Goodluck Jonathan.
Mr. Jonathan was the candidate of the Peoples Democratic Party in the March 28, 2015 presidential election.
The Resident Electoral Commissioner for Cross River State, Gesil Khan, who was then in Rivers State, allegedly got N185, 842, 000 from the money.
Others allegedly bribed were Fidelia Omoile (Electoral Officer in Isoko-South Local Government Area of Delta State) — N112,480,000; Uluochi Brown ( INEC’s Administrative Secretary in Delta State) — N111,500,000; a former Deputy Director of INEC in Cross River State, Edem Effanga —N241,127,000 and the Head of Voter Education in INEC in Akwa Ibom, Immaculate Asuquo — N214,127,000.
The EFCC believes the $115 million was provided by Northernbelt Gas Company, Midwestern Oil and Gas, Auctus Integrated Investment Limited and Lenoil Company limited, all of which allegedly paid the money to Fidelity Bank before the funds were distributed to the electoral officials involved in the scam.
The Commission also said it believed the $115 million came from the proceeds of stolen crude oil.
The Managing Director of Fidelity Bank, Nnamdi Nwankwo, who used his bank to distribute the funds, was recently arrested by the EFCC.
Checks by PREMIUM TIMES at the Corporate Affairs Commission show that Mr. Adesina, who is the chairman of power division at the energy firm, Sahara Energy, is the largest shareholder of Auctus Integrated Investment Limited.
Mr. Okoloko is a director at Midwestern Oil and Gas Company, while Mr. Tambuwal is a director at Northernbelt Oil and Gas Limited.
Officials of the anti-graft agency hinted that except Leno Adesanya of Lenoil, who has been interrogated in connection with the payment, the others had refused to “show up”.

Bribing for contracts?
Mr. Adesina, a close ally of former President Jonathan, is not new to controversy. He was linked to the crisis involving the privatisation of former national electricity body, Power Holding Company of Nigeria, PHCN, under the Umaru Yar’Adua presidency.
He also led Sahara Energy’s quest to acquire the Egbin power plant in Lagos, the country’s biggest power generation plant.
Mr. Okoloko, who was also the chief executive officer and managing director of Oando Energy Services at Oando PLC, allegedly fronted for the convicted former Delta State governor, James Ibori, to purchase Notore Fertiliser Company, where he serves as the CEO.
Mr. Tambuwal, who is also a director in another Oil and Gas firm, Aiteo Limited, recently led a delegation of the company to Kebbi State where the state government released about 10,000 hectares of land for the cultivation and production of rice.
Sources in the EFCC said the election cash made available by the oil barons between January and April 2015 contravened the Money Laundering Act, while the intent and purpose of the monies contravenes the anti-corruption Act.
This newspaper also gathered that once arrested, the businessmen may face multiple charges including offering bribe to the former petroleum minister with a view to securing lavish contracts and for bribing INEC officials to distort the emergence of the opposition party at that time to succeed the incumbent Goodluck Jonathan.
We further learnt that Auctus integrated company gave $17,884,000, while Northern Belt Gas Company deposited $60 million and Midwestern Oil and Gas, deposited $9.5 million.
The fourth company, Lenoil, deposited $1.85million while Mr. Okonkwo received $26million in cash from Mrs. Allison-Madueke.
After receiving the funds, Mrs. Diezani disbursed the money to some election officials and monitors.
When PREMIUM TIMES contacted Midwestern Oil and Gas for a reaction to the allegations against the company, a female voice who picked our telephone call simply said she was in the “front office” and that she had “no clearance” to speak on the matter.
When we requested to speak to anyone with clearance, she asked for some time and returned to say “We are sorry no one is available to talk to you now”.
Similarly, efforts to speak with Mr. Adesina also failed as his representative who answered our call said he was not in a position to talk on the matter.
We also made frantic efforts to speak with an official of Northernbelt Gas Company without success. When we visited the address used as the head office of the company in Abuja, we found out that it was a private residence and the occupants told us they had no knowledge of any firm called Northernbelt Gas Company.
We also tried to speak with Mr. Tambuwal, the director of the company but several calls were unsuccessful. He also did not respond to the text message sent to his GSM line.

Profile of the companies
Northernbelt Gas Company was incorporated on February 2, 2012 with Registration number RC 1007819. The company had No. 5 Gidado Abu road in Finance Quarters, Wuye Abuja, as its corporate headquarters.
It has as directors; Oluwole Charles, Ifediba Innocent Praise, Jigo Faustina and Shehu Abubakar Tambuwal. The company’s documents showed that Mr. Tambuwal was made the company secretary on April 7, 2014.
Auctus Integrated Investments limited was incorporated on October 25, 2013 with a registration number 1147968 and has its corporate headquarters address as Block 5, Water corporation road, Ijora G.R. A. Lagos state.
At incorporation, the company had only two individuals as directors, Gray Ejiro and Osikoya Abike.
However, a “Deed of share transfer” was carried out on the same day the company was registered whereby the two initial directors, “Abike Osikoya” and “Ejiro Gray” both transferred’ all but one of the entire 1, 000,000 shares of the company to Mr. Adesina.
While Osikoya transferred 499,999 shares and held unto only 1 out of the 500,000 initially allotted, Gray transferred the entire 5000,000 shares to Mr. Adesina.
By that arrangement Mr. Adesina therefore, became the largest shareholder of the company with 999,999 as a director, while, Osikoya, with 1 ordinary share is the other director.
The third company, Midwestern Oil and Gas, was initially registered as a company owned by the government of Delta state on 15 December 1999 during the administration of James Ibori as governor.
The company was registered with 50 million shares which was increased to 150 million shares in 2012.
Its registration number is RC: 370639.
The Permanent secretaries in the Ministries of Commerce, Tourism and Cooperation, that of Ministry of Finance and Economic Planning as well as the Solicitor General+ and permanent Secretary, Ministry of Justice, Delta State, were the initial directors.
Curiously, documents of the company at the CAC show that the company changed its directors over 20 times since its incorporation in 1999.
Currently, 50 million shares belonging to the company are owned by 19 other companies. There is also no document to show who owns the remaining 100 million shares belonging to Midwestern Oil and gas limited.
The company however, currently has as directors, Onajite Okoloko, Adams Okoene, Charles Odita, Gbesimi Akperi, Kweku Mensah Sagoe and Chrisehi Omoru. Others are Kennedy Uwagboe, Chukwuemeka Okwuosa and Victor Okolo.
