CHEII..Senate probes $1.5bn spent on rehabilitation of Port Harcourt refinery

The Senate has raised concerns over the 1.5 billion dollars approved in 2021 for the turn-around maintenance of the Port Harcourt Refinery with little or…

The Senate has raised concerns over the 1.5 billion dollars approved in 2021 for the turn-around maintenance of the Port Harcourt Refinery with little or no result.

Sen. Opeyemi Bamidele, Chairman, Senate Ad Hoc Committee to Investigate the Alleged Economic Sabotage in the Nigerian Petroleum Industry, raised the concern during an interactive session with stakeholders on Wednesday, in Abuja.

Bamidele, who is also the Senate Leader, said it was unfair and wrong to treat public companies shabbily while private businesses were flourishing and thriving.

He recalled that the Federal Executive Council (FEC) had approved the plan by the Ministry of Petroleum Resources to rehabilitate and turn around the Port Harcourt Refinery with 1.5 billion dollars.

Bamidele expressed concerns about the dysfunctional state of government-owned refineries in spite of billions of dollars spent on turn-around maintenance.

“The federation is undergoing a truly challenging period. The distribution and supply of refined petroleum products has been irregular and problematic in the recent history of our fatherland.

“The long queues at filling stations are obviously a testament to this challenge.

“A situation, whereby we now depend almost entirely on the importation of these products even when we daily supply the global oil market about two per cent of its crude oil requirements is worrisome,” he said.

He said also of serious concern was the importation of hazardous petroleum products and dumping of substandard diesel into the country.

Under different administrations since 1999, Bamidele observed that the federal government “has invested billions of dollars to maintain and turn around the state-owned refineries in Kaduna, Port Harcourt and Warri. But the refineries are not functioning.

“In 2021, specifically, the Federal Executive Council approved 1.5 billion dollars for the turn-around maintenance of the Port Harcourt Refinery. Yet, this investment has not yielded significant returns.

“For us in the Senate, we believe, it is unfair and unpatriotic to treat government businesses or public corporations as an orphan while private businesses are flourishing and thriving.”

He said that the National Assembly was ready to carry out the investigative hearing with all sense of honour and responsibility

Mr Mele Kyari, Group Chief Executive Officer of Nigerian National Petroleum Company Limited (NNPCL), refuted claims of sabotaging domestic refinery.

“All of us here see what is happening in the media. Targeted personal attack on my person, on the institution. And we all know how this works.

“They are deliberate, they are calculated. So, that creates the impression that NNPCL and our leadership are doing anything to create economic sabotage in our country.

“It is far from it. This company has grown. We are proud to say this. From a lost company for 43 years to a profit-making company today,” said Kyari.

Also, Mr Heineken Lokpobiri, minister of state for Petroleum Resources, said that the oil sector was bedeviled by a lot of misinformation.

“This senate should do Nigerians a favour by televising the proceedings of this committee live.

This will do a whole lot of justice not only to the Senate but we in the Executive and key leaders in the sector.

“Because of the fundamental nature of this investigation that has to do with alleged economic sabotage with importation of substandard products into the country, we urge the Senate to ensure we do a live broadcast,” he said.

He said government was committed to ensuring that local industries and all stakeholders in the oil sector were protected.

“We are committed to supporting Dangote Refinery; we are also supporting modular refineries and we have been resolving whatever issues they had brought to our attention,” the minister said.

Also speaking at the investigative hearing, Mr Aliyu Suleiman, Chief Strategy Officer, Dangote Industry Ltd., said the refinery started full production in March.

“Since then, we have processed about 50 million barrels of crude. We have produced about five million tons of petroleum products and these petroleum products have been sold in various parts of the country,” he said.

Mr Wale Edun, Minister of Finance and Coordinating Minister of the Economy, in his own remarks, said the increase in crude oil production would stabilise the country’s foreign exchange market. (NAN)

DSS grills 7 arrested Polish nationals over protests in Kano

The Department of State Service, DSS, confirmed the arrest of seven Polish nationals in connection with the violent #EndBadGovernance protests in Kano.

The spokesperson of the DSS, Peter Afunanya, revealed this when the Minister of Foreign Affairs, Yusuf Tuggar, held a meeting with members of the Diplomatic Corps on Wednesday.

Reacting to questions, the DSS representative explained that the Polish nationals were picked up over the display of foreign flags during the protests in parts of the North-West.

According to him, those picked up are being investigated, further assuring that their arrest was not a targeted attempt on Polish nationals.

The meeting was attended by Minister of Information, Mohammed Idris, a representative of the National Security Adviser, the Inspector General of Police and the Chairman of the House of Representatives Committee on Foreign Affairs.

The Foreign Affairs minister highlighted the Federal Government’s efforts to enhance socioeconomic development, which he says had resulted in the reduction of the country’s debt servicing spending from 90 per cent to 68 per cent.

He added that the government had initiated other interventions to ensure food security, create jobs and promote investments.

Tuggar stated that the past few days have witnessed bad narratives on social media which he said are currently threatening the peace and stability of the nation.

The minister, however, assured that the Federal Government remained committed to protecting members of the Diplomatic Corps, as well as Nigerians in line with international law

Hardship: Why we haven’t fulfilled promise to donate half salaries – Reps

Spokesperson of the House, Rep. Akin Rotimi has revealed why the House is yet to fulfill its promise to donate half of its members’ salaries.

He also quashed rumours that the House of Representatives monthly salary is N900,000, stating it is N600,000.

He said, “The House of Representatives has been inundated by some media outlets reporting claims of discrepancies in the salaries of members, suggesting that we received 100 per cent of our July salaries.

“The report claimed that our salary amounted to N936,979

“We wish to clarify that the actual monthly salary for members is N600,000, after deductions for advances such as housing, which are paid at the commencement of the tenure,” he said.

He said that the member who displayed his salary on a TV programme was an exceptional case, because he assumed office through a court decision many months after the on-boarding process was concluded.

He said that the house remained committed to the resolution passed on July 18, which mandated a 50 percent reduction in the salaries of members for six months.

“We acknowledge and regret that this resolution was not implemented by the bureaucracy as intended for the month of July.

“Resolutions of the House are ratified when the votes and proceedings of plenary are adopted on the next legislative day. Consequently, the bureaucracy was only formally instructed on July 23

Police nab ‘ghost’ Lagos gang leader as residents celebrate

An elusive leader of a notorious gang allegedly responsible for a wave of violence in the last few years in Mushin area of Lagos, Wasiu Akinwande, AKA Olori Eso, has been apprehended by the police in a raid that has been praised by residents of the area.

Akinwande was arrested on Tuesday, after months on the run Saturday PUNCH learnt.

But some residents have expressed fear that he might be released without prosecution by the police like they did in the past.

He was said to have been arrested in January after a renewed gang war in the area.

Akinwande was arrested by policemen from the Area D Police Command, along with two other members of the gang identified as Afeez Kehinde and Mubo Jones at Daleko, Isolo and Olosha areas of Mushin.

He was said to have been released the same day even though residents of the area believe there are overwhelming evidence against him.

Saturday PUNCH learnt that the suspect had once gone underground after a fake burial ceremony was held in his honour by members of his gang.

Saturday PUNCH learnt that earlier in 2011, during a violent clash between Akinwande’s gang and residents of the community, he was also arrested but released soon after.

It was learnt that in order to allow him to go underground, members of his gang printed his obituary and even held a ceremony in his honour to ‘announce’ to the Mushin community that he was dead.

Few years later, residents said he suddenly resurfaced to continue his alleged attacks in the area.

In October 2015, Akinwande allegedly led a group of his gang members on a show of force to Ikeolu Street, Mushin. But by the time their incursion into the area was over, a pregnant woman named Ruka, who was selling noodles in front of her house, had been gunned down.

Ruka’s husband, Waheed was one of the individuals, who reacted to the arrest of Akinwande with jubilation.

Waheed told our correspondent, “I still remember that day like a dream. While everybody fled, my wife had no time to flee when Olori Eso and his gang came and started shooting in the area that day.

But I am happy that the principal suspect in the murder of my wife is now in custody. I am glad. Many residents of Mushin are also happy. But should we continue to celebrate without the fear that he might be released? No.

“We are celebrating but at the same time afraid that he might be released the way he was arrested in January and released barely five hours after.

“You will realise that despite all the evidence against him, despite what people here know that he did, people around here would still be afraid of voicing out because they know there is the possibility of him being released to continue unleashing mayhem in area. This is why people are afraid to be happy that he has been arrested.”

Saturday PUNCH learnt that an earlier murder case against members of his gang, had culminated in the arrest and arraignment of a colleague of his, Alayode Abiola, AKA Aloma.

The case involved the murder of a nine-year-old girl, Aminat Lateef, who was killed by the gang’s stray bullet in Fadeyi, Lagos, while returning from an errand on December 9, 2010.

At Ikeolu Street, residents reeled out allegations against Akinwande and his gang as they lauded his arrest.

A resident, who pleaded anonymity for fear of reprisals, alleged, “A member of their gang, who had just come back from prison in January 2014, decided to renounce his membership but Olori Eso’s boys decided to kill him. The young man escaped with a gunshot injury to the hand.

“He was later hunted down and killed not long after that. Few years before that, a popular young footballer here called Isiaka, was also killed by the members of the gang the same day they held a peace talk with government officials. That is how ruthless the Olori Eso’s gang members are.”

The police have said they are hunting for other members of Akinwande’s group.

Police Public Relations Officer in the state, Dolapo Badmus, told Saturday PUNCH that the police had been on his trail for a while before he was finally nabbed on Tuesday.

“There is no iota of truth in the allegation that he was always released after arrest. Effort is ongoing to arrest other members of his gang who are now on the run,” she said.
