Robbers Disguise as Patients, Gain Entrance and Rob Hospital in Lagos

The controversy over 2016 budget is far from over as Senate president, Bukola Saraki has moved against attempt by President Muhammadu Buhari to doctor the 2016 budget. According to a report by Signal, Mr Saraki who initially refused to attend a meeting between the vice-president, Yemi Osinbajo, the Speaker of the House of Representatives, Yakubu Dogara to solicit the assistance of the leaders of the National Assembly to include fresh details omitted by the Presidency in the 2016 Appropriation Bill.

Revealed: Dogara and His Man, Jibrin, Added N40bn Projects Into 2016 Budget

The impasse over 2016 Budget assumed a rowdy dimension in the House of Reps with members demanding the resignation of the Chairman of the House Committee on Appropriation, Abdulmumin Jibrin.

They were furious that Jibrin secretly included projects worth N4.169billion to his constituency outside what was budgeted by the Executive.

Members are also angry over allocation of N40billion (at N20b apiece) to those in the leadership of both the Senate and the House of Reps.

They specifically faulted the concession of projects of over N3billion to the Speaker, Rt. Hon. Yakubu Dogara out of the N20billion for the House leadership.

Amidst shouting match, lawmakers warned that the House must do away with the past dirty practices where the budget is personalised by one man (Speaker) and his associates.

Sensing protest at plenary, the Speaker and his principal officers opted for an Executive session.

The session began at about 11.30am on a sombre note with the Speaker offering some rapprochement in order to calm down frayed nerves.

A source at the session said: “After initial courtesies, the Speaker hit the point by claiming that everything being said about the budget remains hearsay because the Executive has not returned the Appropriation Bill.

“He added a caveat by pleading members to avoid anything which could affect the unity of the House.”

A ranking Representative said: “Most members were not persuaded by attempts by Jibrin to incite them against the Executive. They rose up and started shouting at Jibrin for not doing a diligent job.

“Some asked him whether it was the Executive that asked him to allocate huge projects to his constituency when there was no provision for these in the proposals of the Executive.

“Many were yelling and demanding Jibrin’s resignation for the ineffective manner he handled the budget. Even when the Speaker called for calm, they shouted that they “cannot defend the indefensible because Nigerians are angry against the National Assembly for playing politics with the budget.”

A lawmaker from the South-West said: “At the Executive session, members asked the leadership about the N40billion projects allocated to the principal officers of the Senate and the House. Each of the leadership of the two chambers will share N20billion projects.

“Members queried why N3billion projects have been allocated to the Speaker and why Jibrin favoured his constituency with N4.169billion projects.”

Some of the projects allocated to Jibrin’s Kiru/Bebeji Federal Constituency are:
  • N100m for Town Hall
  • Construction of roads in Kiru/Bebeji—N150m
  • Solar street lights—N300m

Speaker Dogara later managed to douse the tension by begging angry members to sheathe their swords.

Abuja Big Girl, Kemi, Attacks Her Maid For Waking Up Late, Burns Her Br*asts-PHOTO

Why treat another person's child this badly just because you have money to pay her as your maid?

A pregnant Abuja lady, 36yrs old Kemi Egbukole, is facing criminal charges after she viciously attacked her 16yrs old house help by pouring steaming hot water on her, severely injuring her for waking up late.

Kemi, an Abuja big girl, badly burnt Hope David's br*asts with the boiling water... 

Police say she would be charged after investigations are concluded. Kemi is being investigated for child abuse and trafficking offences by the Police, National Human Rights Commission (NHRC) and National Agency for the Prohibition of Trafficking in Persons, NAPTIP.

The mother of two claimed that attacked Hope because she failed to wake up early. Funny enough, she had earlier denied responsibility for the assault.

According to the Deputy Director, Protection and Investigations at the NHRC, Lambert Oparah, Kemi later admitted the attack, but claimed it was an accident, and that Hope was taken for medical treatment.

Mr. Oparah however noted that the medication given to Hope was faulty. “She was taken to a chemist, they put plasters around her br*ast which was not quite good,” he said.

Neighbours at Minta 1 Estate, Lokogoma, Abuja, where the family lives, said Kemi had been a notorious child abuser, who repeatedly attacked Hope with dangerous objects including rods. They said the latest attack happened on March 3, 2016.

One of the neighbours who reported the matter to the Human Rights Commission NAPTIP in persons  told PT that she took the decision after seeing the serious injury inflicted on Hope’s br*ast.

The neighbour said that she was startled by Hope’s screaming on March 3 morning, when the girl ran out from her home. “She ran out of the house and came to my side. Mrs. Egbukole was still trying to flog her with a mop stick.”

The neighbour said she followed similar treatments by Mrs. Egbukole on Hope for the two years the girl lived with Egbukoles. She said at first she thought Hope was attacked with pepper or cold water as in the past.

“I thought it was just water and pepper, or something, until the girl screamed back again in my room and I shouted, ‘What!’ the br*ast has peeled already.

“So I shouted and said ‘Come you did this thing to this girl and you still want to flog her again? I will report you to the police and NAPTIP; at that point she started begging and immediately she started telling lies,” the neighbour said.

Kemi claimed Hope poured herself water, according to a neighbour. But the woman had a history of abusing the girl, the neighbour said, citing how Kemi, a day earlier, had hit Hope with a curtain rail, injuring her in the head.

Hope’s journey to Abuja
Mr. Oparah said the commission suspected Hope was trafficked to Abuja. He quoted Kemi as saying that the girl was handed to her by a pastor who usually supplied girls from Nasarawa State to Abuja residents seeking house helps.

She said she does not know the girl’s parents,” Mr. Oparah said.

PT reached Kemi and her husband but they refused to speak about the matter. The police said the duo had been at the FCT police command for interrogation and would be required to return intermittently till the end of the investigation.

The Abuja police spokesperson, Manzah Adjuguri, said Kemi told the police that the pastor who allegedly brought Hope from Nasarawa was her uncle.

He said the police were yet to contact the girl’s parents. He however assured the matter will be charged to court after investigation.

“It is a matter of concern to the command based on the rate of injuries that has been sustained by the girl. And for us, here at the command, justice must take its full course,” he stated.

The police spokesperson said the command was in touch with Hope and following her recovery at NAPTIP’s shelter.

The spokesperson of NAPTIP, Joshua Emerole, said Hope would remain under the agency’s care until the end of the investigation. He added that Kemi will face other charges.

FG’s N5,000 conditional cash transfer list of 8 states ready

our5kLAGOS — There are indications that the list of beneficiaries of the Federal Government’s N5,000 conditional cash transfer for eight states is ready. Feelers from political and World Bank Country office in Nigeria have shown that the list for the conditional transfer has been in the making. The World Bank, it was learned, has used its template that it applies globally to help the federal authorities identify the poor and needy in the eight states while work is said to be in progress in other states of the federation. The feelers suggest that the team compiling the list in each state goes to two poorest local governments in a state and then identify the two poorest villages or communities in such state. From the poorest community, a list is drawn. One million poor Nigerians will benefit from the programme. The feeler is that the compilation is in collaboration with the World Bank, which had even started compiling a Social Register before the current administration came on board. According to those, who have working knowledge of the programme, eight states of the federation have already been covered and that the criteria to determine beneficiaries have been clearly spelt out. They include: school enrolment by the parents of school-age children; immunization of children against child-killer diseases as well as the aged and disabled poor. It was learned that the programme would run throughout the period of the administration’s life. It was gathered that contrary to widely held opinions in some quarters, the N5,000 monthly stipend programme has not been cancelled by the Buhari administration. The source clarified that while some people held that the Federal Government was to pay N5,000 monthly to graduates, the graduates’ scheme would be the recruitment of 500,000 volunteer teachers, who would be paid N30,000 monthly. “The graduates’ volunteer programme would run for two years, with the expectation that the volunteers would be able to secure other jobs as the economy throws up new opportunities,” the source said. In addition, he said that the administration’s Micro-credit scheme for small businesses would act as a game-changer in the Micro, Small and Medium Enterprises (MSMEs) subsector of the economy. Under that scheme, a revolving loans fund would be made available to Nigerian youths who wants to go into small business as well as those already in business, to enable them expand their operations. Nigeria is one of the top five countries with the largest number of poor, ranking third, with China and India, ranking second and first respectively. Majority of Nigeria’s desperately poor never had the opportunity to attend a school, nor receive some form of education, whether formal or informal. The Buhari administration is keying into the World Bank advice to nations last April. It will be recalled that the World Bank President, Jim Yong Kim, had said at last year’s IMF/World Bank Spring Meetings that Nigeria is one of the top five countries that has the largest number of poor. Nigeria, he said ranked third in the world while India ranked number one with 33 per cent of the world poor. China is ranked second with 13 per cent of the world’s poor, followed by Nigeria where seven per cent of the world poor live in. He said that Bangladesh has six per cent share of the world’s poor while the Democratic Republic of Congo has five per cent of the world’s poor population. Jim Yong Kim said these five countries are home to 760 million of the world’s poor, adding that another five countries, Indonesia, Pakistan, Tanzania, Ethiopia and Kenya would encompass almost 80 per cent of the extreme poor. World Bank had said that a sharp focus on these will be central to ending poverty, the “while economic growth remains vital for reducing poverty, growth has its limits, according to a new World Bank paper. Countries need to complement efforts to enhance growth with policies that allocate more resources to the extreme poor. These resources can be distributed through the growth process itself, by promoting more inclusive growth, or through government programs, such as conditional and direct cash transfers. Direct cash transfers “It is imperative not just to lift people out of extreme poverty; it is also important to make sure that, in the long run, they do not get stuck just above the extreme poverty line due to a lack of opportunities that might impede progress toward better livelihoods. Economic growth has been vital for reducing extreme poverty and improving the lives of many poor people. Yet, even if all countries grow at the same rates as over the past 20 years, and if the income distribution remains unchanged, world poverty will only fall by 10 percent by 2030, from 17.7 percent in 2010. This is simply not enough, and we need a laser like focus on making growth more inclusive and targeting more programmes to assist the poor directly if we’re going to end extreme poverty.” Kim added: “To end extreme poverty, the vast numbers of the poorest – those earning less than $1.25 a day – will have to decrease by 50 million people each year until 2030. This means that one million people each week will have to lift themselves out of poverty for the next 16 years. This will be extraordinarily difficult, but I believe we can do it. This can be the generation that ends extreme poverty. “Growth alone is unlikely to end extreme poverty by 2030 because as extreme poverty declines, growth on its own tends to lift fewer people out of poverty. This is because, by this stage, many of the people still in extreme poverty live in situations where improving their lives is extremely difficult. Even if there is no change in inequality, the “poverty-reducing power” of economic growth is less in countries that are initially more unequal.” The transfer will go directly to the beneficiary. The President it was gathered has instructed that there should be no third party arrangement in the transfer process. The technology to effect the payment is being worked out. President Muhammadu Buhari is said to be very passionate about social investments by his administration among the ordinary Nigerians who were mainly responsible for his election and would not do anything to jeopardize their confidence in him.

Your "drunk" gave you power to hold her down and put your 'thing' inside abi? A 36-year-old man, who r*ped his 15-year-old step-sister has confessed that he was drunk when he committed the stupid act.

The suspect, Ime Martin, who was paraded at the Lagos Police Command, Ikeja, by the Commissioner of Police, Fatai Owoseni, spoke boldly to media, saying "I was drunk when I committed the act."

The teenage girl started living with the family while she was just 5yrs old, but it was learnt that the man has been "having his way" with her since last year. He was said to have done it more than once.

The girl (names withheld) told reporters: “He slept with me twice, first when I was 14 years old last year and the second time was last Sunday, when my aunty and her son traveled. The first time, I reported to my aunty, when my aunty confronted him, he denied it.

“He said I was careless and probably I had left the door open and an unknown person had come to r*pe me. He sounded so convincing and my aunty believed him.

The second time which was on Sunday, when he came into the room, he covered my mouth and r*ped me. I struggled with him, but he overpowered me. That night, I ran out of the house. The young man I ran to was our neighbour and I reported what had happened. He also almost r*ped me. So, I ran and I saw the police patrol van from Lion Building, who rescued me.”

But the man, Ime Martin, is insisting that it was a mistake. He said, "I was drunk that night and did not know what I was doing when I r*ped my step- sister. I r*ped her only once.”
